Winter Weather Frequently Asked Questions

 

Question:  When (What time) is the decision made to cancel school?

 

Closing the Morning of School

  • Area superintendents awake around 4:00 am to evaluate conditions and weather forecasts and begin communicating with each other around 4:30 am.
  • Bus company personnel drive routes as needed to evaluate the safety of bus routes.  The bus company reports to the superintendents no later than 5:30 am.
  • All information is gathered, and the decision is typically made around 5:40 am so that notification of the closing can be made using the automated calling system.  

 

Closing the Night Before

  • Area superintendents are in communication with each other as early as possible.

  • The decision to cancel school is typically made no later than 9:00 pm so that notification of the closing can be viewed on the 10:00 pm news. 

 

The decision to close school is always made at the earliest reasonable time.  The automated calling system is activated once the decision is made.  Please note the automated calling system must call nearly 700 numbers when Shiloh Village SD #85 sends an “all call” to our employees and students.  It is important that families not rely on the automated calling system as the only source of information, as there is always the possibility of a system delay in calling or a technical difficulty.  Please always check other sources for notification (news media and district web site) on days of inclement weather.

 

 

Question:  Will Shiloh Schools utilize Remote Learning for weather related issues?

Many have inquired about the possibility of shifting to remote leaning when inclement weather occurs. Shiloh Schools will cancel classes and will use an emergency day.  Here are some of the factors used to make this decision:

Not all teachers/paras can work remotely from home to instruct their students.  Shiloh does not want teachers driving to school in unsafe conditions in order to deliver instruction. 

 

Not all Shiloh Schools employees have duties that will allow them to work from home.  Some duties must be performed at Shiloh.

ISBE requires lunches be provided on remote learning days, but not on snow days.  It would not be appropriate to ask Food Service workers to come into work to prepare lunches in unsafe conditions when other Shiloh employees are not required to come to work due to safety concerns.  

 

As we have discovered in the past, a snow day may provide a nice break (day off) for both teachers and students during the stress of COVID-19. 

We have built six “snow” days into the calendar specifically for this reason.

 

Question:  Is there a delayed start schedule that Shiloh Schools use when there is inclement weather?

 

Shiloh does not have a delayed start schedule.  If there is inclement weather that results in safety concerns, school will be cancelled. 

 

A delayed start time for the school day would necessitate a reduction of instructional minutes for various class periods during the day.  This reduction of class time would interfere with planned educational lessons.  Tests, labs, or other instructional activities may not have adequate time to be completed during the shortened class period, thus creating the inability to meet educational objectives as scheduled.  It is believed a delayed start to the school day is more detrimental to the learning sequence than to simply cancel school and reschedule the day in its entirety.  Shiloh Schools place the emphasis on learning, rather than just getting a day of school in the books.  In addition, transportation/bussing considerations make a delayed start schedule less desirable.

 

 

Question:  What factor(s) determine when school will be cancelled?

 

Each school district has unique circumstances to evaluate when making the decision to cancel school.  Considerations common to Shiloh are as follows:

 

Road Conditions

·       In general, are the roads safe for travel within village limits as well as rural areas? 

·       Are the roads safe for bus traffic? 

·       Can school buses adequately maneuver?

 

Parking Lot and Drop-Off Zone Conditions

·       Are school parking lots and drop-off zones safe for drivers and students?

·       Can students and employees safely walk into our buildings?

 

Bus Stops and Sidewalks

·       Do students have a safe place to wait for the bus?

·       Are sidewalks clear so that students have safe access to bus stops? 

·       Are students able to access sidewalks to walk safely to school?

 

Temperature and Wind Chill

·       Are wind chill temperatures safe for students as they walk to school or wait at bus stops?

·       Are wind chill temperatures so extreme that automobile and bus reliability is in question?

·       In general, Shiloh Village SD #85 uses a -30 degree wind chill as a benchmark to cancel school.  The district may cancel school for wind chills less than -30 degrees if other factors are present that impact safety.

 

Facilities

·       Are facilities suitable for use given the weather condition? 

·       What are possible or probable issues for the facility given the weather conditions?

 

Weather

·       What are current weather conditions? 

·       What is the weather forecast? 

·       What issues will incoming weather potentially create?

 

Other School Districts and Cooperatives

  •  What decisions are being made by other area school districts? 
  • How will their decision impact shared services, common classrooms, or shared events?

 

This list is not all inclusive, but it provides an idea of the issues that are considered when making the decision to cancel school.

 

 

Question:  Will students be allowed to practice or participate in extracurricular activities when school has been cancelled?

 

Once Shiloh Village SD #85 has made the decision to close school all practices, extracurricular activities and games are cancelled for that day. 

 

At all times, the safety and well-being of our students and employees governs all decision-making regarding school closures.  Shiloh will always err on the side of safety when making a decision.

Dear Shiloh 85 Families,

 

Thank you for your patience as we continue to respond to new COVID guidance and its impact on Shiloh Schools.  The health and safety of our students and staff continues to remain our number one priority as we interpret the rules and implement practices.

 

COVID Guidance:

On Tuesday, January 11, the Illinois State Board of Education updated their COVID guidance in response to IDPH and CDC’s recent recommendations for school settings.  

Here are the updated guidelines that Shiloh Schools will be utilizing beginning next week:

1.      Shiloh Schools will continue following the 10-day guidance for all students and athletes who test POSITIVE for COVID-19, which means they are excluded from school, games and practices for 10 days.

2.      If a student is identified as a close contact to a confirmed positive case, he/she can return to school after five (5) days of quarantine if:

a.      Students who are fully vaccinated (meaning they have received 2 shots) and are exposed to a positive case, but are experiencing NO symptoms, are NOT considered a close contact and may attend and remain in school.

b.      Student tests on day five (5) or after, and the test is negative.   Test dates will be monitored; therefore, the test must be taken on day five (5) or after, of the quarantine.  Therefore, pre-scheduled tests may be necessary.  Home tests are not allowable.  Proof of an approved test must be submitted to our nursing staff in order return to school. 

Please know that students who are identified as close contacts, but test negative on day five, may return to school on day 6, but they will eat breakfast and lunch at an assigned location within the cafeteria on days 6-10. This will allow us to follow the 6 feet socially distanced rule that must be in place while identified close contacts are eating and are unmasked.

3.      If a student is currently under a ten day quarantine and a test is taken on day five (5) or after, and the test is negative, the student may return to school.  If the student is not tested, please plan to return to school on the date already determined and communicated by the school nurse.  Proof of this test must be submitted to return to school.  

4.      If a student vaccinated or unvaccinated is showing COVID-like symptoms, that student is asked to stay home or will be sent home and require a negative test to return; if parent/guardian chooses to not have their son/daughter tested, the quarantine period remains ten (10) days.    

 

Adaptive Pause (Remote Learning):

Almost all decisions for schools to go remote in the last month have been related to a staffing shortage, not an outbreak. As of today, we can staff our buildings, and we are looking forward to continuing that effort. Should we need to go remote, Shiloh Schools will first attempt to confine virtual learning to grades 5 through 8.  Though not our preferred method of instruction, these students are more adept at learning in this fashion than our 3–10 year-olds.  An attempt will be made to pull any available resources, particularly staff, to help keep grades pre-kindergarten through 4th grade instruction in their schools. Of course, if staffing is affected traumatically, it may necessitate remote learning for the entire district. We will work hard to give as much prior notice to families as possible before making any decision regarding remote learning.

 

As stated in prior communication, our ability to continue to provide in-person instruction and extracurricular opportunities to our students depends on our parent-student-school partnership.  Please exercise due diligence and check students for symptoms every day.  Anyone having symptoms of illness should not attend school or school activities.  Those individuals having symptoms specific to COVID-19 should be tested and careful not to expose others.  We ask that you share if your child is currently needing to quarantine because of positive test or close contact, if your child has received the vaccine or have any COVID-19 questions by contacting Nurse Donna Correale, at [email protected] or (618) 632-7434. 

 

Shiloh Schools will continue to work closely with our local and state agencies as we review our internal data to implement current changes associated with the updated guidance. I know this has been challenging for all of us, but I ask that you continue to be supportive of all the protocols we have in place to ensure the safety of the students and staff of Shiloh 85. 2021-2022 Return to Learn Plan

 (Approved by the Shiloh Village Schools Board of Education on August 9th, 2021)

 

Introduction

This plan has been developed in accordance with the Illinois State Superintendent of Education's declaration of July 9, 2021 and is aligned with guidance provided by the Illinois Department of Public Health (IDPH) and the Centers for Disease Control and Prevention (CDC); and addresses adjustments needed in response to evolving COVID-19 pandemic circumstances.  This plan will also be made publicly available on our website. 

This plan may be changed based on local conditions, levels of community transmission, local vaccine coverage, use of screening tests to detect cases in K-12 schools, and consultation with local public health officials to determine the prevention strategies needed.  Shiloh Schools will communicate any changes in plans to staff members, students, and parents through emails and our website.  This plan will be reassessed by the administration and Board of Education at the October 18th Board of Education meeting if no significant changes have occurred. It will continue to be reassessed periodically throughout the school year for potential changes.

The Shiloh Village School District #85 Board of Education represents approximately 600 PreK-8th grade students who are required to attend school and are entitled to a free and appropriate public education. Most of the 600 students are not yet eligible for a COVID vaccine. It is Shiloh Schools' intention to try to be in-person, regular hours, five days a week this year. We have and will continue to seek input from the CDC/ISBE/IDPH in regard to the best way to welcome all of our learners back to school in-person and to remain in-person based on that priority. We believe that is the common goal of all, regardless of where individuals stand on various protocols or mitigations. We all want students to be able to safely return to in-person learning with peers and educators.

In order to provide our students with as much of a normal school day experience as possible, we will continue to use a system of thoughtful mitigations which are shown to prevent the spread of viruses, including COVID-19. On August 2, 2021, the IDPH and ISBE released guidance to schools that included

-          Encouraging vaccinations for those who are eligible, include the following:

-          Requires masking of all students and staff while in school buildings when not eating breakfast or lunch while socially distancing.

-          Require social distancing of 3 feet be observed, as much as possible.

-          Require that schools have individuals self-certify that they are free of symptoms before entering school buildings and buses.

-          Require an increase in schoolwide cleaning and disinfection.

We believe that when these strategies are in place, the number of quarantines will be reduced, and students will be able to remain in school.

Per an ISBE declaration regarding the 2021-2022 return to school, remote instruction will only be available to those medically fragile with an approved medical exemption.  ISBE officials stated they took the above action now so that school districts could and should plan to return all students to in-person learning. Shiloh Schools will therefore not offer a remote option for the 2021-2022 school year like the remote option that was offered for the 2020-2021 school year. Students under a required quarantine order by the local health department will have asynchronous work sent home for the duration of the quarantine, similar to current make-up work for illnesses from school.

OUR GOALS

Our plan is evolving with the following goals at the forefront. Shiloh Schools are committed to:

·         Providing safe learning environments.

·         Providing in-person opportunities for all students.

·         Working with staff to plan for in-person instructional opportunities.

·         Working with families to help address challenges with returning to in-person instruction.

·         Providing after school opportunities for students to address learning loss.

·         Providing support for social emotional well-being.

·         Providing routines and stability for students, families, and teachers in support of student learning.

·      Resuming extracurricular activities.

 

SUMMARY OVERVIEW:

        Students will attend school in person five days a week.

        School Hours will be 8:00am-3:05pm.

        There is NO remote learning option unless medically required.

        Classroom teachers will provide in-person learning and will no longer support both in-

  person and exclusively remote students.

        Breakfast and lunches will be available to students free during the school year.

        Universal masking will be required inside school building.

        Tuition Pre-K will be offered.

        Morning and Afternoon Creative Learning Program (latchkey) will be offered.

 

MEDICAL EXEMPTIONS:

Students with a medical condition that does not allow them to be in person may receive at least 5 hours of instruction per week.  The following requirements must be met to qualify for remote learning and the following guidelines will be followed.

        Doctor’s note from a medical doctor stating reason child cannot attend school.

        Approval from administration.

        An Individual Education Plan or 504 Plan may be written.

        Student may not participate in extracurricular activities or field trips.

SAFETY

 

Protocols:

1. Per the August 8, 2021, State mandate, masks are required for all in school buildings until further notice.

2. Masks are not required outdoors when proper distancing is available. For example, outdoor lessons, recess, and PE/sports can be conducted as mask-optional if proper social distance is available. When students line up to return inside the school, they will be expected to put their masks back on.

3. Face coverings are also required for every individual on a school bus at all times.

4. Individuals who have symptoms of illness or are aware of an exposure are asked to seek testing and refrain from coming to school. As part of the School Handbook approval process, parents will certify once at the beginning of the year, stating that they will not send a child to school with symptoms, or upon close contact to a positive COVID case. (Wellness screening was conducted on a daily basis last year but will switch to a one-time certification process this year). At this time, temperature checks will not be universally conducted on site; therefore, it is imperative that parents screen for wellness at home every morning.

 

Building:

Although it is now believed COVID is not transmitted via surfaces but primarily by air, Shiloh Schools will continue to use cleaning protocols to provide a healthy learning environment for students and staff.

 

Routine cleaning will be performed on a regularly scheduled basis by district custodial staff assigned to that building or area.

 

Disinfectant fogging and wiping down hard surfaces (desks, chairs, pencil sharpener, doorknobs, hand sanitizer container, etc.) daily after student dismissal. 

 

Surfaces are cleaned at the end of the class period and before transitions with approved disinfectants and towels (laundered nightly) in each classroom.

 

All employees will be strongly encouraged to perform daily area cleaning in their personal workspace, including their desk, telephone, keyboard, chair or any other items they use in performing their duties. This cleaning will be customized to personal preference and standards.

 

Air purifying filters have been upgraded and are being equipped with electrostatic devices to make ventilation and circulating air cleaning significantly more efficient. 

 

Outdoor space will be used during good weather for lessons and activities.

 

Staff and students will self-check/self-certify for fever and symptoms on an annual basis. As part of the School Handbook approval process, parents will certify once at the beginning of the year, stating that they will not send a child to school with symptoms or upon close contact to a positive COVID case.

 

Face coverings must be worn at all times while in the buildings.  Teacher may arrange for mask “breaks” outside as often as possible.  Staff will promote, remind, and redirect students to follow mask wearing guidelines.  Refusal to wear a mask will be subject to disciplinary procedures.

 

Shiloh Schools are asking parents and guardians to send your child with a school-appropriate mask everyday and also request a back-up mask in a labeled ziplock bag with their name in case their mask is lost or becomes soiled. In the case a mask is not provided, Shiloh Schools have secured disposable masks that a child or staff member can wear.  

 

There is signage and floor markings promoting directional routes in hallways.

 

Water fountains are not available, but students can bring water bottle(s) if needed.

 

Limit students in the restroom at one time.

 

Nonessential visitors, volunteers, and activities involving external groups or organizations will not be permitted into the building past the office.

 

 

Classroom:

Assigned seats for all students in classrooms.

 

Desks will be rearranged so that there is maximum distance allowed in all directions between the desks and faced in the same direction when possible. 

 

Hand sanitizer dispensers are in each classroom and use is encouraged upon entering and exiting classroom.

 

We encourage parents to label student personal items as we will refrain from using shared supplies. If necessary to share, we will disinfect between uses.

 

Lunch and Breakfast Protocols:

Shiloh Schools will offer a breakfast and lunch program to all students, free of charge for the 2021-2022 school year. During breakfast and lunch, students will be able to remove masks while eating. Participating students will be distanced as much as possible.

 

Water Bottles and Snacks:

Students are encouraged to bring a personal water bottle, labeled with their name, filled with water, in the morning to school. Traditional drinking fountains cannot yet be used, and we are studying the possibility of limited locations to fill water bottles, so carrying a personal water bottle is helpful and encouraged.

 

Students are allowed to bring an individually packaged snack to school. 

 

Before/After School programs will continue to offer a snack and will have students spread out in the gym or cafeteria when eating the after-school snack.

 

Athletics and Extracurriculars:

The state’s mask requirement is inclusive of youth sports and activities, with masks now required for all indoor extracurriculars and sports. In line with CDC guidance, masks are not required for activities outdoors where transmission risks and rates are lower. Athletics and extracurricular programs will continue and will adhere to state and SIJHSAA protocols. As the protocols are updated, participants will be informed. Spectators at indoor events are also required to wear masks and follow protocols.

 

Parent Conferences/IEP Meetings:

IEP/504 team meetings, parent/teacher conferences, and other meetings which include multiple stakeholders will occur as scheduled, following the COVID prevention strategies. Participants will have the option to schedule meetings/conferences via Zoom if necessary.

 

 

Bus:

All individuals on a bus must wear a face covering.

 

Social distancing must be maintained to the greatest extent possible. Seating will be assigned.

 

Eating on the bus is prohibited.

 

 Contact Tracing and Exclusion Contact Tracing:

This is used by health department to prevent the spread of infectious diseases. In Illinois, contact tracing in combination with isolation and quarantine is required to control spread of communicable disease. 

 

Further, the Communicable Disease Code also requires mandatory reporting of any suspect, confirmed or probable case of COVID-19 to the local health department within 3 hours. Shiloh Schools will continue to partner with the St. Clair County Health Department to identify close contacts of individuals who are confirmed to be infected with COVID-19. Close contacts may be evaluated on an individual basis with guidance from the SCCHD. Students will be assigned to seats in the classroom and on the bus in order to better identify any potential close contacts

 

IDPH recently updated quarantine guidance for close contacts. In classrooms that apply correct and consistent mask usage for all, and at all times, students who maintain at least 3’ social distance are not required to quarantine. Per IDPH, this is only the case for schools that have universal masking protocols.

 

Fully vaccinated persons who remain asymptomatic and those with documented COVID-19 infection within the past 90 days are excluded from quarantine.

 

Health Screenings:

Only students and staff who are healthy should report for in-person learning. Students and staff with any of the following symptoms of COVID-19 must remain home:

1. Fever or chills

2. New cough

3. Shortness of breath or difficulty breathing

4. Fatigue from an unknown case

5. Muscle or body aches from an unknown cause

6. New onset of moderate to severe headache

7. New loss of taste or smell

8. Sore throat

9. Vomiting

10. Diarrhea

 

Amendments and Revisions to this Plan:

Shiloh Schools will be prepared to adjust educational and athletic programs and COVID protocols as necessary throughout the year.

Addendum to our “Return to Learn Updates 10-7-2020:

Per IDPH Close Contacts MUST be quarantined for 14 days after the last/most recent contact with the positive COVID case was infectious.

The guidance for living in the
same household as someone who has COVID-19 and cannot avoid continued close contact which per guidelines includes sharing a bathroom and or kitchen is as follows:

Quarantine for 14 days after the person who has COVID-19 meets the criteria to end home isolation.

We have followed this for all cases of someone positive in a household who cannot physically isolate themselves separately from the household to protect our students and staff at SVS.

We understand that this 24-day period is difficult on families but safety for our students and staff are top priority.
